Optional dependencies of hard-coded region bundles are not provisioned from bundles present in the repository

      Description

      When a bundle listed in com.springsource.kernel.region.bundles of com.springsource.kernel.launch.properties has optional dependencies, the only way for them to be resolved is to add the optional bundles to the list of region bundles. The user guide implies that the only step required for adding bundles is to put them in /repository/usr or /repository/ext, which is more convenient than editing a property file. I'd expect access to com.springsource.kernel.launch.properties and similar configs would be restricted in most environments.

          We are considering a design improvement where the bulk of the bundles installed in the user region are deployed using the application deployment mechanism and can have their (optional) dependencies auto-provisioned from the repository chain.
